Rounding replaces a decimal with a nearby value that is easier to use. The digit immediately to the right of the rounding place tells you which nearby value is closer.

The digit immediately to the right determines whether the rounding digit stays the same or increases.
Digits from 0 through 4 keep the rounding digit. Digits from 5 through 9 increase it by one.
Remove digits beyond the requested place and check whether the result is one of the two nearest benchmark values.
